The rules of golf were originally intended to be simple and straightforward...and with only 13 of them to start off with, for all intents and purposes they were. Of course as time went on and the influence of mother nature became more and more apparent with respect to the eventual resting places that a golf ball would find, more additions to and interpretations of the rules became necessary.
